Article I. Name of the Club
Section 1. The name of this club shall be Communication Arts Society of Talented Individuals Senior High, and hereby stylized and abbreviated as CASTI Senior High.
Article II. Purpose and Objectives
Section 1. Communication Arts Society of Talented Individuals Senior High, also known as CASTI Senior High, shall be the premier provider of a broad spectrum of meaningful learning opportunities for the improvement of communication skills in English among senior high school students at STI College Ortigas-Cainta.
Section 2. The club shall be a wing of Communication Arts Society of Talented Individuals, or CASTI. However, with the limiting organizational focus and control of the latter, now over the tertiary level, this club shall practice and enjoy full independence in terms of its organizational structure, supervision, implementation of policies and programs, and other concerns.
Section 3. Notwithstanding the independence declared herein, the club shall promote sound collaborative efforts with the club and other student organizations, particularly in the activities and programs related to the improvement of communication skills in English among students.
Article III. Moderator and Supervision
Section 1. Communication Arts Society of Talented Individuals Senior High, also known as CASTI Senior High, shall be supervised and moderated by an English faculty member engaged in teaching of language and related courses in the senior high school department, hereby identified as Club Supervisor or Moderator.
Section 2. The Club Supervisor or Moderator shall be appointed by or shall assume the position voluntarily with the approval of the School Principal or any school authority in higher rank.
Section 3. The Club Supervisor or Moderator shall have the following responsibilities:
- Serve as the consultant/adviser of the club;
- Ensure that all affairs, activities, and programs are aligned with the ideals, goals, and vision of organization;
- Communicate all club efforts, plans, developments, and concerns to the higher school authority;
- Coordinate with school authorities and other organizations whenever necessary;
- Delegate tasks and responsibilities to club officers and members for the successful undertaking of its goals and objectives;
- Assume responsibilities on the decisions and outcomes of the organization;
- Decide on the organizational issues and concerns, including but not limited to registration, appointment, termination, and suspension of an officer or member;
- Preside the meeting, assembly, and any club gathering if no able officer or member is present, and if the situation calls for immediate results or decisions; and,
- Uphold the highest moral standards and inculcate them among the club officers and members in the light of school’s expected values and behavior;
Section 4. Only the School Principal or any school authority higher in rank shall have the power to remove the Club Supervisor or Moderator from the position and/or grant formal request for voluntary abdication.
Article IV. Membership
Section 1. All bona fide STI College Ortigas-Cainta senior high school students, irrespective of track, strand and other factors, shall have the opportunity to become members of the club.
Section 2. Recruitment of club members shall be conducted in strict compliance with the guidelines established and promulgated by the school; hence, no member shall be enlisted beyond willful expression of interest.
Section 3. Having attended the general assembly and accomplished the official membership form, a member shall:
- Engage oneself actively in the affairs, activities, and programs of the club;
- Assist the officers and the Club Supervisor or Moderator in the undertaking of the ideals and goals of the club whenever requested and deemed necessary;
- Help the officers and the Club Supervisor or Moderator in the dissemination of details and information related to the affairs, activities, and programs of the club;
- Attend club assemblies, meetings, and gatherings whenever attendance is requested;
- Participate in the election of officers;
- Contribute ideas and suggestions during assemblies and meetings whenever required;
- Embody the ideals, goals, and vision of the organization; and,
- Uphold the highest moral standards in the light of school’s expected values and behavior.
Section 4. Any club member who has committed any violation against the ideals and policies of the club, including but not limited to insubordination, negligence of duty, excessive absences from meetings, and gross misconduct, shall be sanctioned or penalized with suspension or termination, whichever shall be decided by the Club Supervisor or Moderator and/or majority of the officers.
Article V. Election of Club Officers
Section 1. Communication Arts Society of Talented Individuals Senior High, also CASTI Senior High shall have twelve (12) officers: (1) President or Representative, (1) Secretary, and (10) Committee Members.
Section 2. Selection of officers, strictly applicable for the positions of President or Representative and Secretary, shall be made through a formal election during the club assembly. In the absence of able members for the two major positions, the Club Supervisor or Moderator shall have the power to make nominations and/or appointments.
Section 3. Ten Committee Members who shall represent the SHS tracks shall also be elected. However, in the absence of members qualifying for the positions, the club Supervisor or Moderator, with the decision and approval of the elected officers, shall have the special power to make appointments.
Article VI. Duties and Responsibilities
Section 1. CASTI Senior High President or Representative shall be decided by the majority of the club members in an election preferably during an assembly, or appointed by the Club Supervisor or Moderator;
Section 2. CASTI Senior High President or Representative, being in the highest position in the organization shall have the following duties and responsibilities:
- Serve as the leader of the organization;
- Represent the club in school events and activities whenever necessary;
- Communicate all propositions, programs, and club engagements to the Club Supervisor or Moderator;
- Secure approval of activities, programs, and other club engagements from the Club Supervisor or Moderator before their implementations or taking prior actions;
- Seek advice and suggestions from the committee;
- Preside meetings and assembly on behalf of the Club Supervisor or Moderator;
- Delegate tasks and responsibilities to other club officers and members for the successful undertaking of goals and objectives;
- Assume responsibilities on the decisions and outcomes of the officers and committee;
- Decide on minor matters that require immediate decisions and results, particularly in the absence of the Club Supervisor or Moderator;
- Embody the ideals, goals, and vision of the organization; and,
- Uphold the highest moral standards in the light of school’s expected values and behavior.
Section 3. The Club Supervisor or Moderator reserves the right to impose penalty or sanction, which may range from suspension to termination, to the President or Representative for violations against the ideals and policies of the club, including but not limited to insubordination, negligence of duty, excessive absences from meetings, and gross misconduct.
Section 4. CASTI Senior High Secretary shall be decided by the majority of the club members in an election preferably during an assembly, or appointed by the Club Supervisor or Moderator;
Section 5. CASTI Senior High Secretary shall have the following duties and responsibilities
- Serve as the recordkeeper of the club;
- Secure accuracy and integrity of all the records and documents of the club, including but not limited to minutes of meeting, proposals, members’ records, and documentations of completed projects and programs;
- Act as the principal partner of the President in the initial drafting and plotting of propositions, projects, and programs of the club;
- Furnish the Club Supervisor or Moderator, other officers, and members with records and documents whenever necessary;
- Assume the position, duties, and responsibilities of the President whenever the latter is absent or unavailable;
- Embody the ideals, goals, and vision of the organization; and,
- Uphold the highest moral standards in the light of school’s expected values and behavior.
Section 6. The Club Supervisor or Moderator reserves the right to impose penalty or sanction, which may range from suspension to termination, to the Secretary for violations against the ideals and policies of the club, including but not limited to insubordination, negligence of duty, excessive absences from meetings, and gross misconduct.
Section 7. In addition to the Club President or Representative and Secretary, the decision-making body of CASTI Senior High shall be composed of ten (10) committee members who shall have the following duties and responsibilities (Sections of Article VIC):
- Serve as representatives of SHS students from different strands;
- Communicate the needs, concerns, and club-related matters of the respective strand clusters to the CASTI Senior High committee;
- Contribute ideas and suggestions to the committee during meetings and assemblies whenever required;
- Attend committee meetings and sessions related to planning, decision-making and others upon request of attendance;
- Assist other officers, members, and the Club Supervisor or Moderator during school events and activities whenever requested;
- Disseminate announcements, details, and information of affairs, activities, and programs of the club;
- Participate in deliberations related to the appointment, termination, and suspension of an officer or member;
- Embody the ideals, goals, and vision of the organization; and,
- Uphold the highest moral standards in the light of school’s expected values and behavior.
Section 8. The Club Supervisor or Moderator reserves the right to impose penalty or sanction, which may range from suspension to termination, to the Committee Member for violations against the ideals and policies of the club, including but not limited to insubordination, negligence of duty, excessive absences from meetings, and gross misconduct.
Article VII. Meetings and Assemblies
Section 1. CASTI Senior High general assembly shall be conducted every 3rd week of July, whichever convenient date, scheduled and facilitated by the Club Supervisor or Moderator.
Section 2. The general assembly shall have the following objectives:
- Acquaint new members on the identity, ideals, and vision of the club;
- Allow members, new and existing, to get to know each other;
- Make participants official members of the club by accomplishing club membership forms;
- Review accomplishments of the club during the previous terms;
- Elect new set of officers; and
- Discuss and deliberate on proposed club activities and programs.
Section 3. CASTI Senior High officers, as comprised of the Club Supervisor or Moderator, President or Representative, Secretary, and ten Committee Members shall convene for a regular meeting every 2nd week of the month, whichever convenient date and time shall be agreed upon, to discuss matters related to the affairs, activities, programs, and other concerns of the club.
Section 4. The regular meeting shall take place only if the quorum, more than half of the total number, or seven (7) of the officers are present. However, in any urgent circumstance, the Club Supervisor or Moderator, the President or Representative, and/or Secretary may call for a meeting even with the absence or less than what is required of the quorum.
Section 5. The Club Supervisor or Moderator, the President or Representative, or the Secretary shall be the one allowed to preside the meeting. Hence, in the absence of these officers, Committee Members shall not have the chance to convene.
Section 6. In the absence of the Secretary, any of the Committee Members shall temporarily assume the responsibility of taking minutes of the meeting.
Section 7. Before every start of the meeting, the Secretary or any of the Committee Members who took the minutes of the previous meeting shall be in-charge of reading the minutes.
Section 8. During the meeting, the Club Supervisor or Moderator, the President or Representative, the Secretary, and the Committee Members shall strive for a sound discussion and deliberation; hence, appropriate language, attitude, and behavior are highly expected.
Section 9. The Club Supervisor or Moderator, the President or Representative, or the Secretary shall have the power to adjourn the meeting.
Article VIII. Activities and Projects
Section 1. All activities of the club shall be aligned with the ideals, goals, and vision of CASTI Senior High.
Article IX. Method of Amending Bylaws
This constitution and by-laws of Communication Arts Society of Talented Individuals Senior High, also known as CASTI Senior High, is hereby ratified by a quorum or more than fifty percent (50%) of the total number of official members. With the affirmation, let it be known:
That this constitution and by-laws shall take effect upon its adoption and approval.
That further amendments, revisions, and ratifications shall be made possible only with the approval of the quorum of the committee or seven (7) members.
